Edward Francis Qualtrough was born on October 30, 1850 in Rochester, New York. He entered the Naval Academy in 1867 and graduated in 1871. During his early years as a midshipman, ensign, and master he sailed on a variety of ships, including the USS Hartford doing work with British astronomers. In 1874 he was promoted to Ensign, Master in 1876, Lieutenant in 1883, and Lieutenant Commander in 1899. In 1902 he became a Commander and was then promoted to Captain in 1906. During the world cruise, while in command of the USS Georgia he was tried at a general court martial for being intoxicated at a formal event in Tangier and dropped 5 position in advancement. He retired at the rank of Commodore, and passed away November 18, 1913.
